I don't know why a row of empty chairs seems so odd to me. Are these ever completely filled with people waiting to see the doctors? I think there are only four physicians on this floor. Besides the ones seen in the photo, there are more lining the other three walls, and many in the middle.Looks to me like they over invested in furniture.
